What you saying is just statistically true. But not stupid. In fact if the first victim would have been armed, maybe the others get no harm. But many people would buy a gun because of this, people who get paranoid and shoot the first middle east guy who asking a direction, or just for a lighter. Now my thinking is stupid. There is no good solution to stop people killing each other. If every nation close their border, every nation makes every religion illegal, if the nations make curfew, etc etc still wont stop these actions. The only bad solution is reduce the population. There is too many people in the world. In fact this solution is good for the mankind all problems.
